The Bangalore Development Authority (BDA) is the principal urban planning agency for Bengaluru and its surrounding metropolitan region. Established on 6 January 1976 under the Bangalore Development Authority Act, it took over from the earlier City Improvement Trust Board to guide the city’s planned growth.

BDA’s core role is to prepare and implement the Comprehensive Development Plan for the Bengaluru Metropolitan Area under the Karnataka Town and Country Planning Act, 1961. The Authority plans and develops major infrastructure, creates new layouts, and regulates land use so that Bengaluru can expand in a sustainable and organised manner.

A key focus area for BDA is housing, especially for middle‑income and economically weaker sections of society. It develops and allots residential sites, apartments and villas in various parts of the city and also provides civic amenities like parks, roads and community facilities in its layouts. Over the years, BDA has become one of Bengaluru’s largest land developers and a major provider of affordable housing options in the city.

Through its town planning, engineering, finance and legal departments, BDA works to coordinate large‑scale layout formation, infrastructure projects and housing schemes across its jurisdiction of more than 1,200 square kilometres. Its vision is to support orderly, people‑centric development so that Bengaluru remains a liveable and competitive global city.
